Helping You Enjoy Being Home
About Us
A Deck You’ll Love Starts With a Builder You Can Trust.
Penn Construction is a family-owned business based in Menasha, serving homeowners throughout the Fox Valley.
Backed by owner Paul Neuens, who has 38 years of construction experience, we help turn home improvement ideas into spaces that feel welcoming, useful, and built around everyday life.
Your Ideas. Experienced Guidance.
Maybe you’re picturing a bigger deck, a covered place to relax, or improvements you’ve wanted to make for years. You don’t need a finished plan to reach out.
Paul will listen to what you have in mind, explain your options, and help you understand the work involved. Honest guidance, dependable service, and careful craftsmanship are at the heart of how we work.
From Outdoor Living to Finishing Details.
We build custom wood and composite decks, porches, deck roofs, pergolas, and gazebos, along with railings and stairs that bring everything together. We also provide window and door installation and rough and finish carpentry.
Whatever the project, the goal is simple: help you enjoy your home even more.
Proudly Serving Northeast Wisconsin
From Appleton to Oshkosh and across the Fox Valley, Penn Construction helps homeowners turn their backyards into places to gather, unwind, and enjoy more time together.
Kind Words From Our Customers
I would highly recommend Penn! Paul was very detailed explaining my quote and the project detail’s. The quality of the work was outstanding. Paul even suggested adding the lattice underneath which I did not think of...Great work!

Very happy through quoting to finished deck. Just showed Paul, a picture of what we wanted and the finished project was better than the picture we started with.
Will use Penn Construction again!

Paul did an incredible job from coming to assess our deck issues to completion of project. They were friendly, reliable and extremely competent, which i can say from experience with other companies is not always the case. I will be referring him to others and calling him again when I'm ready to begin another project.

I can’t say enough about the way this company operates. They are not only professional but also socially responsible. They go out of their way to accommodate people and their PETS which makes them very attractive for future customers. I’m sure glad they came to work for me!!!
